The California Air Resources Board (CARB) first adopted low-emission vehicle (LEV) standards in 1990. The first LEV standards ran from 1994 through 2003. As the demand for sport utility vehicles and pick-up trucks continue to grow and are often used for passenger vehicles rather than work vehicles, CARB adopted more stringent LEV II standards for California to meet federally-mandated clean air goals outlined in the 1994 State Implementation Plan (SIP). LEV II regulations, run from 2004 throught 2010, represent continuing progress in emission reductions. When LEV II is fully implemented in 2010, it is estimated that smog forming emissions will reduce by 57 tons per day in the Los Angeles area and 155 tons per day statewide.
